Playwright: customize browser locale

We can set the browser locale using NewContextOptions.

Example

NewContextOptions newContextOptions = new Browser.NewContextOptions().setLocale("de-DE");
BrowserContext browserContext = browser.newContext(newContextOptions);
Page page = browserContext.newPage();
